Problem solved by the commit

Added ELF flow for DF_bandwidth, AIE_reconfig_overhead, tct_1col, and tct_4col tests, and a hidden sub-cmd --elf for xrt-smi validate.

How problem was solved, alternative solutions (if any) and why they were rejected

Added a variable and functions in XBUtilitiesCore to check if --elf option is used.
DF_bandwidth, AIE_reconfig_overhead, tct_1col, and tct_4col tests would check this variable to decide whether to use ELF flow.
Enabled querying for the new xclbin and elf files for ELF flow.

What has been tested and how, request additional testing if necessary

Tested all available benchmarks on strix b0 with and without --elf.
Ran each test with and without --elf 10 times and compared their average performances. No obvious performance drop shown.
